Ingredients
For the beef and pasta:
- 1 lb (450g) ground beef or steak strips
- 12 oz (340g) rotini pasta
- 1 tbsp olive oil
- 1/2 tsp garlic powder
- Salt and black pepper, to taste

- 2 tbsp unsalted butter
- 3 garlic cloves, minced
- 2 tbsp all-purpose flour
- 2 cups whole milk (or half-and-half for extra creaminess)
- 1 cup grated Parmesan cheese
- 1/4 tsp nutmeg (optional)

Instructions
- Cook the pasta:
- Bring a large pot of salted water to a boil. Cook the rotini pasta according to package instructions until al dente. Drain and set aside.
- Cook the beef:
- In a large skillet, heat the olive oil over medium heat. Add the ground beef or steak strips and season with garlic powder, salt, and pepper.
- Cook until browned and fully cooked (about 5–7 minutes). Remove the beef from the skillet and set aside.
- Make the sauce:
- In the same skillet, melt the butter over medium heat. Add the minced garlic and sauté for 1–2 minutes until fragrant.
- Sprinkle the flour into the skillet and whisk to create a roux. Cook for 1 minute.
- Gradually add the milk, whisking constantly to prevent lumps. Bring to a simmer and cook for 3–4 minutes until slightly thickened.
- Stir in the Parmesan cheese and nutmeg (if using). Season with salt and pepper to taste.
- Combine:
- Add the cooked pasta and beef back into the skillet with the sauce. Toss to coat everything evenly. Cook for an additional 2–3 minutes to warm through.
